Job Purpose
The Multi-Country (MC) Evaluation Specialist, based in Suva, Fiji, will enhance the efficiency and effectiveness of evaluations across multiple UNICEF Country Offices in the Pacific. This role involves close coordination with the Pacific Multi-Country Office (PMCO) and the Papua New Guinea (PNG) Offices, operating under a matrix management approach. The Specialist will report to the Representative, PMCO for administrative matters and to the Representatives of PMCO and PNG for evaluation sponsorship, planning, funding, and use. Technical guidance and oversight will be provided by the Regional Evaluation Adviser (P-5). The primary goal is to ensure that evaluations are conducted according to UNICEF's evaluation policy and UNEG norms and standards, contributing to evidence-based decision-making for children's well-being.
Responsibilities
The MC Evaluation Specialist will support Country Offices in managing evaluation partnerships, including inter-agency relations within the UN and collaboration with the Regional Office and Headquarters. Specific duties may include methodological work, resource mobilization, and procurement support for evaluations, serving as a regional resource person. The incumbent is responsible for contributing to the design, effective conduct, and uptake of evaluations, ensuring adherence to the UNICEF evaluation policy and UNEG Norms and Standards. This includes working with Country Office PME staff to develop and implement costed evaluation plans, undertaking thematic evaluations, evaluations of humanitarian action, and evaluability assessments. The Specialist will provide technical support for national evaluation processes relevant to UNICEF's mission and ensure that competent evaluators are engaged, upholding quality standards. Leadership and guidance will be provided to staff involved in evaluations within the assigned countries, with consultation to the supervisor on major policy decisions. The role aims to contribute to meaningful, system-level change by supporting governments and communities to strengthen essential services, improve equity for vulnerable children, and build resilience.
Work Experience
A minimum of five years of professional experience in evaluation, research, or programme management, with at least two years in a developing country context. Experience with UNICEF or other UN agencies is an asset.
