Job Purpose

The Government of the Philippines, in partnership with UNICEF and WHO, is hosting the Second Global Ministerial Conference (GMC) on Ending Violence Against Children (VAC) in November 2026 in Manila. This conference aims to secure political commitment and accelerate actions to end violence against children, with a focus on prevention through parenting support, safe schools, and strengthened response systems. It will also address emerging issues like tech-facilitated violence and humanitarian risks. The conference seeks to showcase progress, generate new commitments, and promote cross-sectoral engagement. UNICEF Philippines requires a National Consultant to support coordination, preparatory processes, and the delivery of the GMC and other related VAC events, ensuring effective multi-sectoral coordination, well-organized preparatory processes, strong national pledges, and high-quality participation.

Responsibilities

The consultant will provide essential technical, coordination, and organizational support to UNICEF Philippines and its government partners for the Global Ministerial Conference (GMC) on Ending Violence Against Children and other related VAC events. This includes facilitating effective multi-sectoral coordination across child protection, health, education, justice, and other relevant sectors to ensure a cohesive approach. The role involves supporting the organization of inclusive and well-structured national preparatory processes, including consultations and reviews. A key responsibility is to assist in developing strong, coherent, and evidence-based national pledges and progress reporting mechanisms. The consultant will also contribute to ensuring high-quality participation and technical input for the Global Ministerial Conference itself. This involves liaising with various stakeholders, managing logistical aspects of preparatory meetings, and contributing to communication materials. The consultant will also support the integration of lessons learned and best practices into future child protection strategies and programming within the Philippines context.

Work Experience

At least 5-7 years of relevant experience in the Philippines, specifically in child protection and/or violence against children, government coordination and policy processes, and multi-sectoral programming (health, education, social services).
