Job Purpose
The Budget Officer plays a crucial role in financial and budget management, serving as a key focal point for budget planning, monitoring, and reporting for both Programme and Private Sector Fundraising (PSFR) activities. This position ensures the office effectively achieves its goals for children, particularly those in critical need. The role involves detailed budget monitoring, expenditure analysis, and compliance with donor agreements. It also supports financial analysis for PSFR budgets, including income, expenditure, quarterly reporting, and forecasting, ensuring adherence to UNICEF policies and best financial management practices. The officer will contribute to annual plans and budgets, manage investment funds, and oversee cost charging to optimize resource utilization and achieve strategic objectives for children.
Responsibilities
Under the direct supervision of the PMR Specialist, the Budget Officer will support the preparation, monitoring, and control of budgets, assist with HACT management and monitoring, and manage donor grants. This includes conducting data analysis, ensuring quality assurance for PCA budget reviews, and identifying risks. Under the supervision of the Chief PSFR, the officer will provide financial analysis on income and expenditure for PSFR budgets, manage quarterly reporting and forecasting, and contribute to annual reports and regional remittances. Responsibilities include ensuring effective use of investment funds and PSFR cost charging, adhering to UNICEF policies and best practices. For Programme support, the role involves monitoring resource utilization, analysing budget and expenditure data, identifying variances, and preparing inputs for fund utilization advice. For PSFR support, the officer will contribute to business planning, annual budgets, rolling estimates, and multi-year planning figures. This includes preparing financial reports, conducting ROI and cost analyses, reviewing new PSFR proposals, and serving as a liaison for information requests from Regional and HQ PSFR units, supporting audit and compliance submissions.
Work Experience
A minimum of two years of relevant professional experience in financial and budget management.
