Job Purpose
The consultancy aims to support the Ministry of Labour and Social Protection (MLSP) in Moldova by analyzing the current disability system, its progress, achievements, and challenges in disability determination. The consultant will assess the existing framework to develop a comprehensive Roadmap for designing disability determination criteria for children and adults. This roadmap will align with international and EU Member States' practices, adopting the biopsychosocial model and the International Classification of Functioning, Disability and Health - Children and Youth version (ICF-CY). The primary outcome will be a practical, forward-looking roadmap for revising and piloting these disability assessment criteria within the Republic of Moldova, ensuring a more integrated and needs-based approach.
Responsibilities
The consultant will conduct a thorough assessment of the current disability assessment and determination system in the Republic of Moldova. This involves identifying key gaps and challenges in existing processes, criteria, and inter-sectoral coordination mechanisms. Based on this assessment, the consultant will develop a practical and actionable roadmap for reforming the disability determination system. A critical component of this work will be ensuring robust stakeholder engagement and validation throughout the process, including relevant government ministries, civil society organizations, and persons with disabilities. The roadmap should propose concrete steps for revising and piloting new disability assessment criteria, ensuring alignment with international standards such as the CRPD and ICF frameworks. The consultant will also provide recommendations for strengthening the system to be more integrated, needs-based, and compliant with international best practices, ultimately contributing to the full inclusion and equal access to services for persons with disabilities in Moldova.
Work Experience
A minimum of five years of professional experience in disability public policy, disability program implementation, or providing technical assistance within the disability sector is required.
