Job Purpose
This consultancy aims to enhance the effectiveness, quality, and sustainability of the Child Protection Case Management and Referral System (CP-CMRS) across provinces in Pakistan. The consultant will strengthen case management practices through structured quality assurance and mentoring, update tools, standard operating procedures (SOPs), and operational guidance to align with emerging needs. A key focus will be building the capacity of the social service workforce, supported by robust supervision mechanisms. The role also involves reinforcing governance, coordination, and sustainability frameworks for child protection services. Furthermore, the consultant will support the rollout and continuous refinement of a comprehensive monitoring and evaluation system to ensure the ongoing improvement and impact of child protection interventions.
Responsibilities
The consultant will be responsible for enhancing the Child Protection Case Management and Referral System (CP-CMRS) by strengthening case management practices through quality assurance and mentoring. This includes updating and developing tools, SOPs, and operational guidance in line with current needs and best practices. A significant part of the role involves building the capacity of the social service workforce through training and establishing effective supervision mechanisms. The consultant will also work on reinforcing governance, coordination, and sustainability frameworks for child protection services at the provincial level. Additionally, the consultant will support the implementation and ongoing refinement of a comprehensive monitoring and evaluation system for CP-CMRS, ensuring data-driven decision-making and program improvement. This role requires close collaboration with government agencies and other stakeholders to ensure effective rollout and integration of the enhanced system.
Work Experience
8-10 years of relevant experience in child protection systems strengthening, social work, workforce strengthening, or case management.
Skills
In-depth knowledge of child protection systems strengthening, including CP laws and policies, and CP CMRS, Expertise in providing technical advice and support to government agencies in child protection and social welfare, Experience with development of strategic roadmaps, SOPs, and policy development, Expertise in Monitoring and Evaluation, Strong analytical and problem-solving abilities, Capacity to develop strategic roadmaps and provide innovative solutions, Experience with Inter-agency coordination
