Job Purpose
The primary purpose of this consultancy is to provide expert support to the Government of the Republic of Moldova in developing a comprehensive costing framework for the National Action Plan (NAP) for the implementation of the European Child Guarantee. This plan is set to cover the period from 2027 to 2030. The consultant will be instrumental in ensuring that the NAP is financially viable and adequately resourced, by establishing a robust methodology for estimating the costs associated with its various components and activities. This will involve detailed analysis and financial planning to support effective implementation and resource mobilization for child protection and well-being initiatives within the country.
Responsibilities
The consultant will be responsible for developing a detailed costing framework for the National Action Plan (NAP) for the implementation of the European Child Guarantee in the Republic of Moldova (2027-2030). This includes identifying all relevant cost drivers and components of the NAP, and developing methodologies for estimating these costs accurately. The consultant will analyze complex data related to child protection, social services, and related sectors to inform the costing process. They will also support resource mobilization efforts by providing clear financial projections and justifications for the NAP. This will involve engaging with national and international institutions and organizations to gather necessary information and build consensus. The consultant will prepare reports and present findings to relevant stakeholders, ensuring the costing framework is practical and actionable. Additionally, they will contribute to the overall social policy section's objectives by providing financial expertise for strategic planning and implementation of child-focused initiatives.
Work Experience
Minimum of 8 years of proven experience in estimating the costs of implementing policy documents, such as strategies, programmes, and action plans.
