Job Purpose
The Deputy Representative, reporting to the Country Representative, serves as the principal advisor on the overall management of the Country Office (CO), including the development of CO policies and strategies. This role is responsible for coordinating and managing all phases of the CO Programme, from formulation to the delivery of results, ensuring alignment with UNICEF’s Strategic Plans, performance standards, and accountability framework. The Deputy Representative supports the Representative in fostering partnerships with public and private sectors to achieve results and uphold children's rights. In fragile and humanitarian contexts, the position is accountable for the timely, efficient, and principled delivery of humanitarian programmes, adhering to UNICEF's global policies and frameworks for humanitarian action.
Responsibilities
Key responsibilities include leading CO Programme planning and development, providing support to the Representative in managing the Country Office, and ensuring the monitoring and quality control of Programmes. The role involves representation, building alliances, and coordinating within the UN System. It also encompasses business engagement and partnership development, fostering innovation, knowledge management, and capacity building among staff. Furthermore, the Deputy Representative is responsible for ensuring the security of personnel, programmes, and organizational assets. This includes managing programme cycles, overseeing resource mobilization, and ensuring compliance with organizational policies and procedures. The position requires strong leadership in strategic planning, programme implementation, and results-based management, with a focus on achieving sustainable outcomes for children.
Work Experience
A minimum of ten years of professional development experience is required, including technical and managerial leadership in international development cooperation, with some experience in developing countries. Experience within the UN system and management experience in the field are considered assets. Experience in humanitarian settings is strongly desired.
