Job Purpose
UNICEF Cambodia is seeking a dynamic Technology for Development (T4D) Specialist to drive digital transformation and innovation across programmes, with a strong focus on digital health. This role operates at the intersection of technology, data, and development, leading efforts to design and scale digital solutions that strengthen health systems, enhance service delivery, and improve outcomes for the most vulnerable children. The specialist will collaborate with government partners, programme teams, and global experts to shape and implement cutting-edge digital health solutions, drive data-informed decision-making through advanced analytics, support national digital strategies, build partnerships with innovators and the private sector, and lead knowledge sharing and capacity building for sustainable impact. This is a unique opportunity to contribute to Cambodia’s digital ecosystem and position the country as an innovation hub.
Responsibilities
The T4D Specialist supports UNICEF Cambodia’s digital transformation by integrating technology and innovation into programmes, with a strong focus on digital health. The role ensures effective design, implementation, and scaling of digital solutions that strengthen systems, improve service delivery, and enhance outcomes for children, particularly the most vulnerable. The incumbent provides technical and programmatic support by identifying and deploying appropriate digital tools, advising on data use and system interoperability, and ensuring alignment with national strategies and UNICEF standards. The role also engages government counterparts, partners, and innovators to build sustainable collaborations and promote scalable solutions. Key responsibilities include supporting policy and strategy development, strengthening data systems for decision-making, leading knowledge management and documentation, and building capacity of staff and partners. The T4D Specialist also contributes to quality assurance, project oversight, and continuous learning to maximize impact and sustainability of digital initiatives.
Work Experience
A minimum of 5 years of professional experience in Information Communication Technology for Development in a large international organization or corporation is required, including experience identifying, designing and implementing solutions for large-scale projects, with technical components, supervising external vendors, business analysis, budgets, contracts, project management, procurement, and applying technical solutions to programmatic issues, including digital health.
