Job Purpose
The Emergency Specialist (Standby Partners) at the P-3 level is responsible for providing strategic and operational leadership for UNICEF's Standby Partnership modality. This role ensures that standby arrangements are responsive, scalable, and aligned with evolving humanitarian needs and contexts. The specialist supports the Chief of Section in engaging with Standby Partners, other agencies, and UNICEF offices to ensure effective, timely, and fit-for-purpose deployment of surge capacity. Key functions include enhancing governance and work processes, driving data analysis for decision-making and reporting, nurturing partnerships, managing standby deployments, overseeing programme management, and contributing to capacity building efforts.
Responsibilities
The Emergency Specialist (Standby Partners) will nurture partnerships with UN agencies, international organizations, Member States, and NGO networks, ensuring effective collaboration and engagement. They will manage standby deployments, ensuring timely and appropriate deployment of surge capacity to UNICEF offices in response to humanitarian needs. The role involves programme management, overseeing the implementation and effectiveness of standby arrangements. Analysis and reporting are critical, requiring the specialist to collect, analyze, and synthesize operational or programme data to inform decision-making and prepare situation updates. Capacity building is also a key responsibility, aimed at strengthening the effectiveness of standby partnerships and UNICEF's emergency response capabilities. This includes enhancing governance, improving work processes, and driving data-driven insights for strategic planning and reporting.
Work Experience
A minimum of 5 years of progressively responsible experience in personnel administration, programme/operation support, or coordination roles. Experience in partnership development, working in development or humanitarian contexts, and collecting/analyzing operational data for reporting is required.
