Job Purpose
The Social Policy Officer will contribute directly to advancing the agenda of strengthening and institutionalizing inclusive, shock-responsive, and child-sensitive social protection systems. This role will focus on supporting system design, interoperability, and the analytical foundations for coordinated social assistance delivery. The objective is to strengthen linkages between different social protection programmes and mechanisms, particularly in the current context of Sudan where fragmentation and duplication are significant challenges. The position aims to improve coordination, reduce errors in targeting and exclusion, and lay the groundwork for future nationally led systems, while providing practical, phased, and humanitarian-oriented support.
Responsibilities
Support the design and strengthening of social protection systems, with a specific focus on social registries and programme management information systems (MIS).
Contribute to enhancing the interoperability of various social assistance platforms and corporate systems operating in Sudan.
Develop and strengthen the analytical foundations for coordinated social assistance delivery, ensuring a child-sensitive and shock-responsive approach.
Provide technical assistance to government counterparts and implementing partners on social protection system design and implementation.
Analyze the current social assistance landscape in Sudan, identifying fragmentation, duplication, and exclusion errors.
Propose and support the implementation of practical, phased, and humanitarian-oriented approaches to improve coordination and efficiency.
Facilitate dialogue and collaboration among UN agencies, NGOs, and government stakeholders involved in social protection delivery.
Contribute to the development of strategies and frameworks for a nationally owned social registry or integrated beneficiary registry.
Support capacity building initiatives for national and sub-national staff on social protection system design and management.
Ensure that all interventions are aligned with UNICEF’s mandate and contribute to achieving child-related outcomes.
Work Experience
A minimum of two years of relevant professional experience in social protection, social policy, or programme management, preferably in a developing country context. Experience with social registries, MIS, and system design is desirable.
