Job Purpose
The consultant will provide practical implementation support to the CER/Emergency team, focusing on measurable preparedness and response outputs. This role is crucial for strengthening UNICEF's operational readiness, enhancing government-led emergency response support, improving partner coordination, ensuring donor accountability, and facilitating timely humanitarian decision-making. The position requires a proactive approach to updating risk analyses, refining emergency plans, and tracking preparedness benchmarks. It also involves supporting the development of humanitarian program documents, proposals, and anticipatory action inputs, as well as consolidating essential data for briefings and reports. The consultant will play a key role in capacity-building activities and the coordinated use of emergency preparedness tools, ensuring effective response mechanisms are in place to protect children in crisis situations.
Responsibilities
Support emergency preparedness and response planning by updating the Country Office emergency risk analysis semi-annually, covering priority humanitarian risks including natural hazards, climate-related risks, and public health emergencies. Review and update existing Emergency Preparedness and Response Plans for the Country Office and Mindanao Field Office based on evolving risks, lessons learned, and operational gaps. Assist in completing and tracking Minimum Preparedness Standards benchmarks and related action plans. Support the development and finalization of Humanitarian Programme Documents (HPDs), standby/contingency arrangements, and SOPs for HPD activation. Contribute to humanitarian proposal development and anticipatory action inputs by consolidating technical and operational information. Collect, collate, and organize data to prepare briefing notes, presentations, fact sheets, and background documents for various stakeholders. Consolidate technical emergency content, field information, and operational updates for consolidated emergency reports, donor reports, and situation reports. Support the roll-out of emergency-related trainings and workshops by preparing materials, coordinating logistics, documenting proceedings, and tracking follow-up actions. Coordinate with relevant teams to support the use of emergency planning, monitoring, reporting, and implementation tools. Provide surge support for humanitarian preparedness and response tasks, including preparing briefing packages, documenting meetings, and tracking actions. Assist in field-level emergency assessment and coordination, including needs assessment, coordination, and documentation in crisis-affected areas.
Work Experience
A minimum of two years of professional experience in humanitarian affairs, emergency preparedness and response, disaster risk reduction, or a related field. Experience with UNICEF or other UN agencies is an asset. Proven experience in data collection, analysis, and report writing.
