In Ukraine, UNICEF has supported the government in developing health, water and sanitation, education, and protection programs for children, and is now shifting towards a systems-focused recovery approach.
Job Purpose
UNICEF Ukraine seeks an experienced International Consultant to design and facilitate a training program on systems strengthening for child-centered recovery. This role is crucial for operationalizing the shift from direct service delivery to a sustainable, government-led systems approach, aligning with UNICEF’s Strategic Plan. The consultant will equip program staff with practical tools and a shared understanding of systems approaches to translate strategies into scalable, locally embedded programs. The training aims to enhance impact, coherence, and scale across recovery initiatives in a complex, conflict-affected context, supporting Ukraine's EU accession reforms and post-war reconstruction efforts.
Responsibilities
Design and develop a comprehensive, contextualized, and practice-oriented training program on systems strengthening for child-centered recovery, tailored to the specific needs of UNICEF Ukraine staff. Facilitate interactive and engaging training sessions for program staff, utilizing adult learning principles and interactive methods to foster a deep understanding of systems approaches. Translate strategic frameworks into practical tools and program approaches that can be readily applied at the field level. Ensure the training addresses the complexities of the humanitarian-development nexus and recovery programming in a conflict-affected environment. Collaborate with UNICEF Ukraine teams to integrate learnings into ongoing and future program design and implementation. Provide guidance on operationalizing systems strengthening at the field level, considering public financing, decentralization, and sectoral reform. Develop replicable training packages or learning products that can be used beyond the consultancy period. Assess the effectiveness of the training and provide recommendations for future capacity-building initiatives. Support the transition from direct service delivery to sustainable, government-led systems for delivering services to children and young people at scale.
Work Experience
Minimum 10 years of progressively responsible professional experience in international development, humanitarian, or recovery programming. Proven experience in systems strengthening, public sector reform, or governance-related programming. Demonstrated experience in designing and facilitating high-level trainings or capacity-building initiatives, preferably for UN agencies or government counterparts. Experience working in complex and/or conflict-affected contexts.
