Job Purpose
The International Consultant will support the revision of ICT policies for the Ministry of Education in Timor-Leste. This consultancy involves a comprehensive desk review of existing ICT and education sector policies, national digital governance, data protection, and relevant cross-sectoral strategies. The consultant will also examine international and regional guidance, focusing on child-centered and responsible digital transformation approaches. If required, a situation analysis will be conducted to assess ICT infrastructure, digital practices in education, capacity constraints, and equity considerations. The goal is to identify policy directions for emerging technologies like AI, ensuring they support learning and system improvement while prioritizing child rights and safety.
Responsibilities
The consultant will conduct a desk review of existing ICT and education sector policies and plans, national digital governance, data protection, and relevant cross-sectoral strategies. This includes reviewing international and regional guidance, with a focus on child-centered and responsible digital transformation. A situation analysis may be performed to assess ICT infrastructure, connectivity, devices, and systems at various levels, as well as current digital practices in teaching, learning, teacher development, administration, and data systems. The consultant will analyze capacity constraints, institutional readiness, and identify equity, inclusion, and safeguarding considerations. Policy directions for emerging technologies, including AI, will be identified, emphasizing preparedness, governance, and evidence-based decision-making. An implementation roadmap will be developed, including phased actions, institutional roles, coordination mechanisms, indicative costing, financing considerations, and a monitoring, evaluation, and learning framework. Key risks and mitigation strategies will also be identified.
Work Experience
Over 8 years of demonstrated advanced experience in ICT-in-education, with experience in technical guidance, policy development, and strategy implementation. Experience working in government or UN/partner-supported contexts is required, along with an understanding of responsible digital transformation in education.
