Job Purpose
The consultancy aims to develop a comprehensive Environmental Health Policy and a corresponding Environmental Health Strategic Plan for Lesotho, covering the period 2027-2031. This involves applying a participatory and capacity-building approach, ensuring active engagement of national and sub-national stakeholders to foster ownership. The process will facilitate knowledge transfer to government counterparts, strengthening institutional capacity for policy implementation and monitoring. A key aspect is ensuring strong multi-sectoral coordination across health, water, environment, agriculture, education, and local government sectors, promoting coherence and alignment of interventions. The policy and strategic plan must be harmonized with existing national policies, strategies, and regulatory frameworks to avoid duplication and enhance system coherence. Innovative and feasible approaches aligned with the assignment's objectives are encouraged.
Responsibilities
The consultant will lead the development of the Environmental Health Policy and Strategic Plan through several key phases. Phase 1 involves Inception and Planning, establishing the project framework. Phase 2 requires a thorough Desk Review and Situational Analysis to understand the current context. Phase 3 focuses on Stakeholder Engagement and Consultations to gather diverse perspectives and ensure buy-in. Phase 4 involves Policy Review and Development, drafting the core policy document. Phase 5 is dedicated to the Development of a Costed Strategic Plan, outlining actionable steps and resource requirements. Phase 6 will establish a Monitoring, Evaluation, and Financing Framework to track progress and ensure sustainability. Finally, Phase 7 will focus on Validation and Finalization of the policy and plan, ensuring they are robust and ready for adoption. Throughout the assignment, the consultant must ensure strong multi-sectoral coordination, harmonize with existing national frameworks, and promote knowledge transfer and institutional capacity building among government counterparts.
Work Experience
At least 10 years of progressively relevant professional experience in environmental health, public health, health systems, or policy development. Demonstrated experience in drafting or supporting the development of national policies, strategies, or action plans. Strong analytical skills are required.
