Job Purpose
The People and Culture Officer reports to the People and Culture Specialist for guidance and supervision, providing essential HR services by applying knowledge of HR models, policies, and procedures. This role supports the supervisor and unit colleagues in executing various HR functions. The position is crucial for ensuring the smooth operation of HR services within the Liberia office, contributing to UNICEF's mission of saving children's lives, defending their rights, and helping them fulfill their potential. The officer will play a key role in business partnering, strategic human resources initiatives, implementation of HR services, learning and capacity development, and HR data analytics, all aimed at supporting UNICEF's commitment to children worldwide.
Responsibilities
The People and Culture Officer is responsible for providing comprehensive HR support across several key areas. In Business Partnering, the role involves supporting the People and Culture Specialist in delivering HR services to specific sections or country offices, acting as a point of contact for HR-related queries. In Strategic Human Resources, the officer contributes to the development and implementation of HR strategies aligned with UNICEF's global and regional objectives. Support to Implementation of assigned Human Resources Services includes managing recruitment processes, onboarding new staff, administering benefits and entitlements, and ensuring compliance with HR policies. For Learning and Capacity Development, the role assists in identifying training needs, coordinating learning activities, and supporting staff development initiatives. Furthermore, the officer is involved in HR Data Analytics, collecting, analyzing, and reporting on HR data to inform decision-making and support strategic planning. This includes maintaining HR information systems and ensuring data accuracy. The role also encompasses ensuring compliance with HR regulations and contributing to a positive and inclusive work environment.
Work Experience
At least 1 year of relevant work experience in human resources, HR business partnering, recruitment, job classification, performance management, learning and development, talent management, HR data analytics, employee relations, or diversity and inclusion.
