Job Purpose
The consultant will provide technical leadership and project management for UNICEF’s Foundational Learning (FL) portfolio in Egypt. Working closely with the Ministry of Education and Technical Education (MoETE), the role involves leading the co-design, quality assurance, and implementation of evidence-based interventions. The primary goal is to scale effective foundational learning models across primary, preparatory, and TVET levels, ensuring all learners achieve foundational mastery in line with national priorities. This includes integrating Ed-Tech solutions and blended learning approaches to enhance reach and learning quality for all students.
Responsibilities
Lead the technical design, planning, and development of implementation packages for scaling Foundational Learning (FL) programmes in partnership with the Ministry of Education and Technical Education (MoETE).
Ensure effective and high-quality implementation of FL initiatives through structured coordination and oversight of various activities. This includes managing timelines, stakeholders, and deliverables across UNICEF and key partners to ensure coherence, quality, timely delivery, and robust evidence generation.
Establish a coherent performance management system, quality assurance framework, and documentation process to guide the effective implementation and scale-up of FL initiatives.
Accelerate progress in foundational learning interventions by integrating innovative Ed-Tech solutions and blended learning approaches to expand reach and improve learning quality for all students.
Coordinate with internal and external stakeholders to ensure alignment with national education policies and UNICEF's strategic objectives.
Monitor and evaluate the impact of FL interventions, providing regular reports and recommendations for improvement.
Facilitate knowledge sharing and capacity building among partners involved in FL programme implementation.
Work Experience
Minimum 10-15 years of progressive experience in foundational learning, early grade education, and adolescent remediation programmes. Proven experience co-designing large-scale education programmes with Ministries of Education. Strong expertise in programme design across the learning continuum, including literacy, numeracy, school readiness, and remediation. Solid project management experience with multistakeholder coordination.
