Job Purpose
UNICEF seeks an experienced consultant to provide high-level technical, policy, and coordination support to the Association of Southeast Asian Nations (ASEAN) Secretariat, ASEAN Health Cluster 1, and Member States to accelerate progress on large-scale food fortification (LSFF) across the East Asia and Pacific Region (EAPR). The consultant will support ASEAN to operationalize the ASEAN Guidelines and Minimum Standards for LSFF, strengthen accountability and peer learning across Member States, advance policy dialogue to sustain LSFF mandates, and improve regional monitoring systems. Additionally, the consultant will support priority countries facing risks of policy backsliding or implementation bottlenecks through tailored technical assistance, advocacy support, evidence generation, and partner coordination.
Responsibilities
The scope of work covers regional coordination, technical assistance, policy development, programme management, partnerships, advocacy, and monitoring of LSFF initiatives across ASEAN Member States. Key responsibilities include strengthening ASEAN leadership and regional coordination for LSFF by supporting ASEAN Health Cluster 1 to coordinate regional dialogue and leadership, strengthening and institutionalizing ASEAN LSFF partner coordination platform(s), facilitating engagement between ASEAN Secretariat, Member States, UNICEF, development partners, and technical institutions, and supporting follow-up on decisions and commitments related to LSFF. The consultant will also support the operationalization of ASEAN LSFF Minimum Standards by assisting Member States to review alignment with the standards, developing tools and guidance for country self-assessment of adoption and implementation, providing technical support to countries to strengthen implementation of LSFF mandates, and supporting selected countries facing private sector pressure or rollback risks.
Work Experience
A minimum of 5 years of relevant professional experience in public health, nutrition, food fortification, policy development, or programme management, preferably in the East Asia and Pacific region. Experience working with regional bodies like ASEAN and international organizations is highly desirable.
