Job Purpose
The WASH Officer (NO-1) in Havana, Cuba, will provide professional technical, operational, and administrative support throughout the Water, Sanitation, and Hygiene (WASH) programming process. This role involves applying theoretical and practical skills in researching, collecting, analyzing, and presenting program information. The officer will learn and adhere to organizational rules, regulations, and procedures to support the development, implementation, and monitoring of WASH output results within the Country Programme. The position is crucial for enabling the Country Office to achieve its WASH-related objectives, ultimately contributing to improved child survival, growth, development, and reduced inequalities in Cuba, aligning with the UN Sustainable Development Cooperation Framework.
Responsibilities
The WASH Officer will be responsible for programme development and planning, including researching and analyzing regional/national political, WASH, health, and socio-economic development trends. They will collect, analyze, verify, and synthesize information to facilitate program design and preparation, and prepare technical reports. The officer will provide technical and administrative support throughout all programming stages, executing transactions, preparing documentation, and ensuring compliance with organizational processes to support WASH output results. This includes assisting in the development of WASH-related outcome and output results and strategies based on sector needs. Furthermore, the role involves programme management, monitoring, and delivery of results, collaborating with colleagues and partners to share information on implementation issues, suggest solutions, and alert stakeholders for higher-level interventions. The officer will maintain records of reports and assessments. They will also provide technical and operational support for programme implementation, including humanitarian WASH preparedness and response, and engage in networking and partnership building. Innovation, knowledge management, and capacity building within the WASH sector are also key accountabilities.
Work Experience
A minimum of two years of professional experience in WASH programming, public health, or a related field is required. Experience in programme planning, implementation, monitoring, and evaluation is essential. Experience working with children's rights and/or in a developing country context is an asset.
