Job Purpose
The Social and Behavior Change and Innovation Specialist reports to the Deputy Representative, providing technical and operational support for developing systematic, planned, and evidence-based strategies for SBC as an integral part of programme development, planning, and implementation. Through communication, engagement, empowerment, and participation of stakeholders, communities, children, civil society partners, and government counterparts, the Specialist promotes measurable behavioral and social change/mobilization. This contributes to achieving sustainable and concrete results in improving children’s rights, survival, and wellbeing in the country. The Specialist will integrate innovative and technology-enabled approaches within SBC programming, supporting the use of digital tools, behavioral insights, and data-driven approaches to strengthen programme design, implementation, and monitoring.
Responsibilities
The Social and Behavior Change (SBC) Specialist provides technical and programmatic support to the development and implementation of SBC strategies. This includes conducting formative research, developing evidence-based SBC strategies, and designing and implementing SBC interventions. The Specialist will also be responsible for monitoring and evaluating the effectiveness of SBC activities, and for reporting on progress and results. They will work closely with programme sections and partners to ensure the integration of SBC across all UNICEF-supported programmes. The Specialist will also contribute to capacity building of staff and partners in SBC. Furthermore, the Specialist will identify and promote innovative approaches and technologies to enhance SBC programming, including leveraging digital tools, behavioral insights, and data analytics. This involves staying abreast of emerging trends and best practices in SBC and innovation, and applying them to UNICEF’s work in Rwanda. The Specialist will also be responsible for resource mobilization for SBC activities and for contributing to knowledge management and sharing within UNICEF and with partners.
Work Experience
A minimum of five years of professional experience in social and behavior change, public health, communication, or a related field. Experience in developing and implementing SBC strategies, particularly in a developing country context, is required. Experience with innovation and technology-enabled approaches in development programming is an asset.
