Job Purpose
The Programme Officer (Budget and Quality Assurance) will support UNICEF Nigeria's nutrition programme, a critical initiative aiming to combat malnutrition and improve children's health. This role is essential for managing an estimated USD 250 million programme from 2023-2027, which involves diverse funding from government and donors with varying requirements. The officer will ensure compliance with these conditionalities while facilitating the delivery of high-quality nutrition services and interventions. This position is key to strengthening the enabling environment, including data management, enhancing health and social protection systems, and promoting positive practices for child nutrition, ultimately contributing to achieving Sustainable Development Goals.
Responsibilities
The Programme Officer (Budget and Quality Assurance) will be responsible for developing and reviewing programme budgets, ensuring alignment with UNICEF's strategic objectives and donor requirements. This includes meticulous tracking of expenditures, forecasting financial needs, and identifying potential budget variances. The role involves ensuring the quality assurance of programme activities and outputs, verifying that interventions meet established standards and contribute effectively to nutrition outcomes. This includes developing and implementing quality assurance frameworks, conducting regular reviews of programme implementation, and providing feedback for improvement. The officer will also be responsible for managing donor reporting requirements, ensuring timely and accurate submission of financial and programmatic updates. This involves liaising with various stakeholders, including government counterparts, implementing partners, and donors, to gather necessary information and ensure compliance with contractual obligations. Furthermore, the position will support the Nutrition Manager in operationalizing the Country Programme Strategy, focusing on strengthening data systems, enhancing service delivery mechanisms within health and social protection sectors, and promoting behaviour change communication strategies. The officer will contribute to resource mobilization efforts by assisting in the preparation of funding proposals and reports, and by ensuring that programme activities are well-documented and demonstrate value for money.
Work Experience
At least two years of professional experience in programme management, budget management, or quality assurance, preferably within the humanitarian or development sector. Experience with UNICEF or other UN agencies is an asset.
