Job Purpose
The consultant will contribute to the "Education Systems for an Education that Protects" project, strengthening the institutional capacities of seven education systems (municipal and state) in preventing and responding to violence. This involves providing technical advisory support throughout the implementation of action plans, from self-assessment to reassessment. The role also includes supporting the "Education that Protects" strategy within the UNICEF City Agenda and the School Success Pathways strategy. The consultant will work collaboratively with UNICEF national and regional offices, supporting local teams in capital cities and municipalities across different regions of Brazil, ensuring education serves as a protective factor against violence.
Responsibilities
Provide technical advisory support to seven selected education systems (municipal and state) for the implementation of the "Education Systems for an Education that Protects" project over approximately 10 months. This support will cover four key stages: (i) conducting a self-assessment of institutional capacities using the Assessment Matrix, (ii) developing a tailored action plan for each system, (iii) overseeing the implementation of these action plans, and (iv) conducting a reassessment through a new application of the self-assessment tool. Coordinate and collaborate with UNICEF national and regional offices (Rio de Janeiro, Recife, Belém, Boa Vista) and local teams throughout the process. Support the integration of the "Education that Protects" strategy within the UNICEF City Agenda 2025–2028, focusing on enhancing the institutional capacities of eight education systems for violence prevention and response. Assist UNICEF offices based on the level of engagement of participating capital cities. Contribute to strengthening the School Success Pathways strategy by aligning project activities with its objectives. Ensure that education is effectively utilized as a protective factor against violence within the supported education systems.
Work Experience
Minimum of 5 years of professional experience in education policy, program implementation, or child protection, preferably within a governmental or international organization context. Experience working with education systems at municipal or state levels is highly desirable.
