Job Purpose
The purpose of this assignment is to consolidate results, document lessons learned, and ensure sustainability of the CFS project through integration into government systems, while meeting donor reporting requirements. The consultant will also provide strengthened field-level coordination, monitoring, and technical support to provincial and municipal education authorities for the expanding AIC initiative, particularly in Cunene Province. This includes supporting a new Social and Behaviour Change (SBC) strategy in Cunene to promote continued learning opportunities for children and adolescents as a shared family and community responsibility. The SBC strategy aims to strengthen community engagement in education, promote parental involvement, identify barriers and opportunities for behaviour change, and reinforce school-community linkages. Additionally, the consultant will contribute to the 'Libraries without Walls' component, aiming to enhance access to reading and learning opportunities for children and communities.
Responsibilities
Consolidate results and document lessons learned from the CFS project, ensuring sustainability through integration into government systems and meeting donor reporting requirements. Provide strengthened field-level coordination, monitoring, and technical support to provincial and municipal education authorities for the AIC initiative, especially in Cunene Province. Support the implementation of the Social and Behaviour Change (SBC) strategy in Cunene, focusing on community dialogues to promote parental involvement, identify barriers to learning, and reinforce school-community linkages. Ensure community feedback informs decision-making processes led by the Provincial Government of Cunene. Contribute to the 'Libraries without Walls' component by strengthening access to reading and learning opportunities for children and communities. Develop and disseminate reports, case studies, and best practices related to AIC and CFS interventions. Facilitate knowledge sharing and capacity building among education stakeholders. Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for improvement. Ensure alignment with UNICEF's strategic goals and national education policies.
Work Experience
At least two years of professional experience in education programme management, implementation, monitoring, and evaluation, preferably in a developing country context. Experience with foundational learning programmes and community engagement strategies is desirable.
