Job Purpose
The International Data Consultant will support the Federal Ministry of Education in Nigeria by strengthening the Education Management Information System (EMIS). This role is crucial for operationalizing the EMIS across all 36 states and the Federal Capital Territory, focusing on data collection, management, analysis, and utilization. The consultant will contribute to the Nigeria Education Sector Renew Initiative (NESRI) and the Nigerian Education Data Initiative (NEDI), leveraging data to inform policy-making, program development, and enhance teaching and learning activities. The objective is to improve access to safe, quality, and inclusive education for millions of out-of-school children and those struggling with foundational literacy and numeracy skills.
Responsibilities
Support the Federal Ministry of Education in the operationalization and enhancement of the Education Management Information System (EMIS) across all 36 states and the Federal Capital Territory.
Assist in strengthening data collection, management, analysis, and utilization processes within the EMIS framework, aligning with the Nigeria Education Sector Renew Initiative (NESRI) and the Nigerian Education Data Initiative (NEDI).
Provide technical expertise on the DHIS platform, utilized for the EMIS, to ensure its effective functioning and integration of modules such as the annual school census, safe school module, and student registry.
Collaborate with government officials, UNICEF education specialists, and other stakeholders to ensure data quality, accuracy, and relevance for evidence-based decision-making.
Develop and deliver training materials and capacity-building sessions for relevant personnel on EMIS usage and data analysis techniques.
Contribute to the development of reports, policy briefs, and other communication materials that highlight key findings from education data to inform policy and programmatic interventions.
Monitor the implementation of EMIS activities and provide regular updates on progress, challenges, and recommendations to UNICEF and the Ministry.
Facilitate the use of education data to address critical issues such as out-of-school children, foundational literacy and numeracy, and access to safe, quality, inclusive education.
Work Experience
A minimum of five years of professional experience in education data management, information systems, or a related field. Experience with EMIS or similar education sector data systems is highly desirable. Proven experience in data analysis, reporting, and capacity building.
