Job Purpose
The purpose of this consultancy is to produce an updated, comprehensive, and actionable Climate Landscape Analysis for Children (CLAC) for Syria. This analysis will capture the national climate, environment, and energy (CEE) context and trends, including their impacts on children and child rights. It will also assess the policy, institutional, and financing landscape, identify gaps and opportunities, and define UNICEF’s comparative advantage. The CLAC will provide strategic recommendations for integrating climate action across all programme sectors, guiding UNICEF Syria to strategically position itself in the climate–child nexus, enhance climate-resilient programming, and inform Country Programme Document (CPD) development, resource mobilization, and partnerships.
Responsibilities
The consultant will be responsible for conducting a thorough review of existing literature and data related to climate, environment, and energy issues in Syria, with a specific focus on their impact on children. This includes analyzing national policies, institutional frameworks, and financing mechanisms relevant to climate action and child rights. The consultant will identify key challenges, emerging trends, and potential opportunities for UNICEF to engage and advocate for child-sensitive climate policies. A critical part of the role involves assessing UNICEF's current engagement and identifying areas where its comparative advantage can be leveraged. The consultant will also be expected to develop concrete recommendations for integrating climate action into UNICEF's programming across all sectors, ensuring alignment with the UNICEF Strategic Plan, MENA Climate Commitments, and the Syria Country Programme. The final output will be a comprehensive CLAC report that serves as a foundational document for UNICEF Syria's strategic planning and programming in the climate-child nexus.
Work Experience
Five years of professional experience in issues of Climate, energy and environment and child rights (research, teaching/training), policy and development studies.
