Job Purpose
The purpose of this consultancy is to support the Ministry of Finance (MOF) in developing a revised National Action Plan (NAP) for the implementation of the 2030 Agenda for Sustainable Development in Viet Nam. This revised NAP will replace the previous one issued in 2017 and will serve as the national framework to accelerate progress towards achieving Viet Nam’s Sustainable Development Goals (SDGs) by 2030. The plan will align with updated national development strategies for 2021-2030, evolving institutional arrangements, and emerging global development commitments. UNICEF, in collaboration with MOF, seeks to recruit national consultants to undertake this critical assignment, ensuring that Viet Nam is well-positioned to meet its SDG targets.
Responsibilities
The consultant will be responsible for supporting the Ministry of Finance (MOF) in the development of the revised National Action Plan (NAP) for the implementation of the 2030 Agenda for Sustainable Development in Viet Nam. This includes reviewing the existing NAP and identifying challenges and areas for improvement. The consultant will also be responsible for aligning the revised NAP with updated national development strategies for the period 2021–2030, considering evolving institutional arrangements, and incorporating emerging global development commitments. This will involve research, data analysis, and stakeholder consultations to ensure the NAP is comprehensive and actionable. The consultant will contribute to the formulation of specific targets, timelines, and responsible agencies for each SDG, in line with the Prime Minister's roadmap issued in July 2023. The role requires close collaboration with UNICEF and MOF, as well as other relevant ministries and agencies, to ensure a participatory and effective planning process. The final output will be a revised NAP that strengthens Viet Nam's framework for achieving its Sustainable Development Goals by 2030.
Work Experience
A minimum of 5 years of relevant professional experience in policy development, strategic planning, or programme management, with a focus on sustainable development and/or SDGs. Experience working with government ministries or international organizations is highly desirable.
