Job Purpose

The purpose of this consultancy is to support the drafting of normative texts that will govern digital-based education within the national education system. The consultant will be responsible for establishing a regulatory framework for digital-based education, ensuring its coherence, quality, equity, and sustainability. This involves identifying and justifying the types of texts needed (draft decrees, orders, etc.) for effective implementation across all components of the national education system. The consultant will also conduct a documentary review of existing legislative, regulatory, and technical documents to understand the national context and Benin's ambitions in digital education.

Responsibilities

The consultant will map all stakeholders involved in digital-based education within the national education system, including technical and pedagogical actors. They will integrate pedagogical, technological, and organizational dimensions into the framework. A key responsibility is structuring each draft text and ensuring internal and external coherence between the drafted texts and with existing regulations. The consultant will be directly involved in drafting or updating existing texts in the education sector. Furthermore, they will participate in review and validation sessions for the draft texts, incorporating feedback from stakeholders to ensure the final normative framework is robust and effective for digital-based education.

Work Experience

Minimum of 5 years of relevant professional experience in education policy development, legal drafting, or project management in the education sector. Experience with digital education initiatives is a strong asset.
