Job Purpose
The purpose of this consultancy is to provide senior-level project management, coordination, and technical advisory support to UNICEF Supply Division for the Update of Global Procedures and Guidance Documents (GPGDs) under the UNICEF Regulatory Framework (RF). The consultant will support the end-to-end planning, coordination, and phased implementation of updates to approximately 33 existing GPGDs (and any newly identified documents), ensuring continued compliance with the UNICEF Regulatory Framework, alignment between GPGDs and Divisional Procedures, integration of requirements linked to new and evolving initiatives, and improved clarity, consistency, usability, and accessibility of supply guidance across all UNICEF offices. Additionally, the consultant will be responsible for developing training material and a training roll-out strategy.
Responsibilities
The consultant will support the Chief QAPC in the end-to-end planning, coordination, and phased implementation of updates to approximately 33 existing Global Procedures and Guidance Documents (GPGDs) and any newly identified documents. Key responsibilities include ensuring continued compliance with the UNICEF Regulatory Framework, aligning GPGDs with Divisional Procedures, particularly in preparation for ISO 9001 accreditation. The consultant will also integrate requirements from new and evolving initiatives such as Low Value Procurement, eProcurement, and Policy AI tools. A critical aspect of the role involves enhancing the clarity, consistency, usability, and accessibility of supply guidance for Headquarters, Regional Offices, and Country Offices. Furthermore, the consultant will be responsible for developing training materials and establishing a comprehensive training roll-out strategy to ensure effective dissemination and adoption of the updated procedures and guidance.
Work Experience
Minimum 12 years’ experience in procurement and supply chain management (public and private sectors). Minimum 5 years’ experience in developing and implementing policy and guidance projects within the UN, preferably in procurement policy.
