Job Purpose

The objective of this consultancy is to formulate a national policy document aimed at strategically and operationally guiding the public policy evaluation function in the DRC. This will build upon the existing provisional report and available secondary data, including a quality audit that identifies dissatisfaction points with the provisional version. The expected outcome is a national evaluation policy document that will guide public action in institutionalizing, professionalizing, and promoting evaluation in the DRC. Specifically, it will propose a legal and regulatory framework for evaluation, and a mechanism for planning, managing, and capitalizing on evaluations to enhance public action accountability.

Responsibilities

The consultant will conduct a thorough analysis of the existing document and propose a restructuring plan to UNICEF, aligning with the expected quality standards for such a document. This plan should address the identified shortcomings in the provisional report and provide UNICEF and the government with a robust framework. Key deliverables include a final national policy report (long version and executive summary in French and English), an evaluation policy communication strategy, and an implementation action plan for the National Evaluation Policy (NEP) with a timeline. The consultant will be responsible for ensuring the final document is comprehensive, actionable, and meets all stated objectives, contributing to the strengthening of public policy evaluation in the DRC.

Work Experience

A minimum of 5 years of professional experience in policy development, evaluation, public administration, or a related field. Experience in developing national policies or strategic frameworks is highly desirable.
