Job Purpose
The objective of this consultancy is to support the Ministry of Health (MoH) of Mozambique in developing a comprehensive nutrition program Action Plan for the health sector. This plan will guide the planning and implementation of high-impact, evidence-based actions to promote nutrition and improve health throughout the life cycle, especially for vulnerable populations. The Action Plan will align with national strategies, including the Government of Mozambique's Five-Year Program (PQG) for 2025–2029, the National Health Policy, and the Lusaka Agenda 2023. The consultant will ensure alignment with national health priorities and international standards, focusing on promotion, prevention, treatment, and rehabilitation, and its links with other essential sectors.
Responsibilities
The consultant will be responsible for developing a comprehensive nutrition program Action Plan for the health sector in Mozambique. This includes conducting an Inception Report and defining the Working Methodology. The consultant will compile evidence, which involves evaluating the existing nutrition program, analyzing relevant documents, conducting consultations with stakeholders, and assessing the country's nutritional situation. The plan must ensure alignment with national health strategies, priorities, and international standards, particularly guidelines for nutrition action at both the National Health System and Community Health Subsystem levels. Emphasis will be placed on promotion, prevention, treatment, and rehabilitation, and establishing linkages with other critical sectors such as education, agriculture, industry and commerce, social action, and public works. The consultant will work under the supervision of the UNICEF Nutrition Specialist and in close collaboration with the Ministry of Health and the Expanded Technical Group on Nutrition and Maternal and Child Health.
Work Experience
Minimum of 5 years of relevant professional experience in nutrition program development, public health, or a related field. Experience in developing national action plans or strategic documents is highly desirable. Experience working in Mozambique or similar contexts is an asset.
