Job Purpose

The purpose of this consultancy is to develop a comprehensive Resource Mobilization and Ministerial Partnership Plan for a Ministry, focusing on youth and gender priorities. This includes designing strategies to support empowerment programs, skills development, GBV prevention, AI and innovation, and community livelihood initiatives. A key objective is to facilitate the establishment of a Ministerial Partnership Fund, which will pool financial and in-kind contributions from various partners, including the private sector, development partners, and philanthropic entities. This fund aims to enhance the ministry's resource mobilization efforts and support flagship programs, ultimately contributing to the realization of children's rights and well-being within the country.

Responsibilities

The consultant will be responsible for developing a detailed Resource Mobilization Strategy tailored to the Ministry’s youth and gender priorities. This strategy will encompass empowerment programs, skills development, GBV prevention, AI and innovation, and community livelihood initiatives. Additionally, the consultant will develop a Ministerial Partnership Plan, outlining how to establish and manage a Ministerial Partnership Fund. This fund will be designed to attract and consolidate financial and in-kind contributions from diverse partners such as the private sector, development partners, and philanthropic organizations. The consultant will also facilitate the establishment of this fund, ensuring it effectively supports the ministry's resource mobilization efforts and flagship programs. This involves engaging with senior government officials and line ministries, managing multi-stakeholder partnerships, and convening collaborative platforms to build consensus and validate strategic documents. The role requires strong analytical and writing skills to develop concept notes, investment cases, donor-ready proposals, and high-quality reports and presentations, ensuring alignment with UNICEF's mission and values.

Work Experience

Minimum of 10 years of experience in programme management, partnerships, and fundraising. Proven track record in resource mobilization with bilateral/multilateral donors, private sector, and foundations. Strong expertise in programme design, M&E, and technical support. Demonstrated ability to manage multi-stakeholder partnerships and convene collaborative platforms. Experience in gender and youth mainstreaming, and engaging with line ministries and senior government officials is highly desirable.
