Job Purpose

The purpose of this consultancy is to advise and provide technical support to the UNICEF Argentina office in developing a diagnosis and roadmap for an innovative financing strategy aimed at accelerating results and impact for children in Argentina. This role requires in-depth analysis of current financing mechanisms and the identification of innovative approaches to mobilize resources and enhance the effectiveness of child-focused programs. The consultant will play a key role in shaping UNICEF's future financing landscape in Argentina, ensuring greater impact on children's lives through strategic financial planning and implementation.

Responsibilities

Develop a comprehensive diagnosis of the current financing landscape for children's programs in Argentina, identifying gaps and opportunities. Design a roadmap for an innovative financing strategy, including specific recommendations for new financial instruments and mechanisms. Provide technical assistance to UNICEF Argentina in the implementation of the strategy. Conduct research on innovative financing trends and best practices globally and in the region. Analyze the feasibility and potential impact of various innovative financing options. Engage with key stakeholders, including government officials, financial institutions, and civil society organizations. Prepare detailed reports, presentations, and policy briefs on findings and recommendations. Ensure that the strategy aligns with UNICEF's mandate and contributes to achieving results for children. Facilitate workshops and training sessions to build capacity within UNICEF and partner organizations on innovative financing.

Work Experience

At least 8 years of relevant professional experience in development finance, innovative financing, financial markets applied to development, or structuring financing mechanisms for the public or social sector. Demonstrated experience working with international organizations, IFIs, governments, or public sector entities, particularly in analyzing or developing financing mechanisms for social policies or sectors like education, health, social protection, or human development.
