Job Purpose
The Programme Officer (1MiO) will provide crucial technical assistance and support for the management, implementation, monitoring, and evaluation of activities related to the "One Million Opportunity" (1 MiO) initiative. This role is integral to UNICEF's Country Programme Document (CPD) for 2024-2028, specifically within Goal Area 2 (Education). The objective is to develop and implement a multi-stakeholder partnership involving at least 15 states and 2,000 municipalities. This partnership aims to foster a positive transition from school to work for vulnerable youth, enhancing their training, connecting them to decent job opportunities, and empowering them to drive positive change in their lives and communities. The Programme Officer will contribute to achieving these ambitious goals by supporting programme development, resource management, and effective collaboration.
Responsibilities
The Programme Officer will actively participate in management meetings of the Education Section and the Education Working Group, and assist the Chief of Education in organizing and following up on weekly "One Million Opportunities" (1 MiO) team meetings. They will support the implementation of skilling and employability components of the Annual Work Plan (AWP), offering technical assistance and contributing to programme development and management using a results-based management approach. Monitoring programme and project implementation through data collection and analysis, and preparing/adjusting action plans as needed, will be key. The role involves monitoring grant allocation and disbursement, ensuring proper fund utilization and achievement of results, and providing suggestions for optimal resource use. Support for Harmonized Approach to Cash Transfers (HACT) procedures with implementing partners, including programmatic visits and document management, is also required. The officer will guide and support the monitoring of implementing partners, LTAs, and LVPs, providing clear instructions for adjustments. Participation in internal and external meetings for programme review and evaluation, and contributing to programme and project reports for various stakeholders, are essential. Furthermore, the role involves strengthening partnerships with the private sector, UN agencies, and the federal government to advance youth productive inclusion initiatives, supporting engagement with subnational governments, companies, and civil society organizations, and contributing to institutional strengthening for sustainable opportunities for adolescents and young people. Collaboration with colleagues across sections and zonal offices to achieve AWP results, supporting resource mobilization efforts, and ensuring visibility of the 1 MiO initiative through collaboration with the Communication Section are also critical responsibilities.
Work Experience
A minimum of two years of relevant professional experience in programme management, implementation, monitoring, and evaluation, preferably in the field of education or youth development, is required. Experience working with government partners, NGOs, and the private sector is desirable.
