Job Purpose
The purpose of this consultancy is to conduct a comprehensive programmatic and technical assessment of the current Civil Registration and Vital Statistics (CRVS) system in Lesotho. This assessment will cover business processes, digital systems, interoperability readiness, data quality, and institutional capacity. Based on the findings of this assessment, the consultant will develop a new, fully costed CRVS Strategic Plan for the period 2026-2030. This strategic plan must be informed by the assessment results and aligned with Lesotho's existing legal and policy framework, ensuring a robust and sustainable CRVS system for the country.
Responsibilities
The consultant will be responsible for leading and executing a comprehensive assessment of Lesotho's CRVS system. This includes analyzing current business processes, evaluating the state of digital systems and their interoperability, assessing data quality, and determining the institutional capacity for CRVS management. The consultant will also be tasked with developing a detailed, costed CRVS Strategic Plan for 2026-2030. This plan should incorporate findings from the assessment, propose actionable strategies, and include a realistic budget. The consultant will engage with relevant stakeholders, including government ministries, local authorities, and other development partners, to gather information and ensure the plan's alignment with national priorities and policies. Regular progress reports and a final comprehensive report detailing the assessment findings and the strategic plan will be required.
Work Experience
A minimum of 5 years of professional experience in the field of Civil Registration and Vital Statistics (CRVS) systems, including experience in system assessment, strategic planning, and project management. Experience in developing countries is highly desirable.
