Job Purpose
The consultant will support the development of a comprehensive program continuation application for the Global Fund GC8 funding request, focusing on HIV, TB, and Malaria in Rwanda. This involves working collaboratively with the Ministry of Health, Rwanda Biomedical Centre, Technical Working Groups, UN agencies, Development Partners, and Civil Society Organizations. The primary goal is to identify and prioritize high-impact interventions that maximize program impact and value for money. The consultant will ensure the application is evidence-based, aligned with all relevant Global Fund GC8 modules, and includes a detailed, justified budget. Additionally, the consultant will complete and validate the Health Product Management Template (HPMT) for accurate quantification and prepare all necessary annexes and supporting documentation for the continuation application.
Responsibilities
• Collaborate with the Ministry of Health (MoH), Rwanda Biomedical Centre (RBC), Technical Working Groups (TWGs), UN agencies, Development Partners, and Civil Society Organizations to identify and prioritize high-impact interventions for HIV, TB, Malaria, and RSSH. • Develop a comprehensive, evidence-based program continuation application for the Global Fund GC8, ensuring alignment with all relevant modules for HIV, TB, and Malaria. • Prepare a detailed budget for the continuation application, including clear justification of unit costs and alignment with prioritized interventions. • Complete and validate the Health Product Management Template (HPMT), ensuring accurate quantification of health products and alignment with national strategies. • Prepare all required GC8 annexes and supporting documentation for the submission of the continuation application. • Facilitate multi-stakeholder processes to ensure consensus and buy-in for the program continuation application. • Provide technical guidance on grant writing and management best practices throughout the application development process. • Ensure the application reflects national priorities and contributes to the overall goals of the Global Fund and UNICEF's mandate.
Work Experience
A minimum of 10 years of international experience as a senior expert in Public Health, Global Health, or a related field, with demonstrated expertise in grant writing and management. Proven experience working at a senior level with international organizations and governments, and demonstrated expertise in facilitation and guiding multi-stakeholder processes.
