Job Purpose
Under the guidance of the Representative, the Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of the Benghazi field office. The CFO represents UNICEF in their Area of Responsibility (AoR), leading and overseeing various program sectors and operational service teams to ensure the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan, and the overall vision set forward by the Representative. In fragile and humanitarian contexts, UNICEF action is guided by its global Policy and Framework for humanitarian action: the Core Commitments for Children in Humanitarian Action.
Responsibilities
Key functions, accountabilities and related duties/tasks include: Effective management of UNICEF presence, staff and assets; Knowledge Management for Programmes; Programme Development and Management; Optimum Use of Program Funds; Programme Monitoring and Evaluations; Rights-Based and Results-Based Programme Management Approach; National and Local Capacity Building/Sustainability; Rights Perspective and Advocacy at the National, Community and Family Levels; Partnership, Coordination and Collaboration. The role requires strong programme management skills, experience in monitoring and evaluation, effective programme implementation and analysis, solid project administration, and a sound understanding of public administration.
Work Experience
A minimum of eight years of professional work experience in programme management, planning, monitoring and evaluation, project administration, or another relevant area is required.
