Job Purpose
The Office of Internal Audit and Investigations (OIAI) reports to the Executive Director and is responsible for providing internal audit and investigation services to UNICEF, consistent with OIAI’s Charter. OIAI provides UNICEF with independent and objective assurance, investigative and consulting services through internal audits and investigations. The Investigations Section assesses and conducts investigations of allegations of misconduct, such as fraud, corruption, retaliation, workplace harassment, sexual exploitation and abuse, or other violations of UNICEF regulations, rules and administrative issuances, involving UNICEF staff and non–staff personnel. The Investigation Section also assesses and investigates allegations of fraud and corruption, sexual exploitation and abuse, and other types of wrongdoing by third parties, including implementing partners and institutional contractors.
Responsibilities
The Investigations Consultant will support the Investigations Section in assessing and conducting investigations of allegations of misconduct, including fraud, corruption, retaliation, workplace harassment, sexual exploitation and abuse, or other violations of UNICEF regulations, rules and administrative issuances. This includes investigating allegations involving UNICEF staff and non-staff personnel, as well as third parties such as implementing partners and institutional contractors. The role involves managing a reporting hotline and case management system (CMS), conducting initial assessments of reports of misconduct and wrongdoing, and ensuring quality assurance of investigation and other reports. The consultant will also contribute to internal and external reporting of investigations-related data and assist with investigations-related donor relations and compliance matters. The position requires handling a significant caseload, as OIAI registered a record number of new cases in the CMS in 2025, with an overall caseload growing substantially.
Work Experience
A minimum of five years of professional experience in investigations, audit, or a related field. Experience in conducting complex investigations, particularly in an international or organizational context, is highly desirable. Experience with case management systems and reporting is also beneficial.
