The cooperation program between Niger and UNICEF 2023–2027, aimed at realizing children's rights, will end in 2027.
Job Purpose
The international consultant will conduct an analysis and synthesis of evidence to identify deprivations of children's rights and the bottlenecks that cause them. This synthesis will cover the areas of health and nutrition, education, water, hygiene and sanitation, child protection, social policy, and youth and adolescent participation and engagement. The objective is to inform the development of UNICEF's new country cooperation program for Niger for the period 2028-2032, ensuring it is evidence-based and addresses the most critical challenges faced by children in the country.
Responsibilities
Under the supervision of the Chief Planning, Monitoring and Evaluation, the consultant will be responsible for conducting an analysis and synthesis of existing evidence. This includes identifying and analyzing existing evidence (evaluations, studies, surveys, administrative data). The consultant will identify and analyze the most critical deprivations affecting children and adolescents, as well as the underlying bottlenecks related to the enabling environment, quality service delivery, and demand. The analysis will highlight inequalities and disparities, including regional and gender-based ones. Furthermore, the consultant will analyze potential partnerships that can be developed and strengthened to promote children's rights and propose strategic orientations for prioritization in the new cooperation program.
Work Experience
A minimum of 5 years of professional experience in research, data analysis, program evaluation, or a related field, preferably within the UN system or international development organizations. Experience in synthesizing complex data and producing evidence-based reports is essential.
