Job Purpose
The consultant will support the Ministry of Health in Lesotho to design and develop a centralized training information system. This system is crucial for the systematic recording, tracking, and management of all training conducted for Ministry of Health healthcare workers, with a specific emphasis on Maternal, Newborn, and Child Health (MNCH) and related capacity-building initiatives. The role involves close collaboration with the Ministry of Health's Health Education Unit, Child Health Programme Manager, and ICT Team, under the supervision of the Chief of Child Survival and the UNICEF Health Officer. The objective is to enhance the efficiency and effectiveness of training management within the health sector, ultimately contributing to improved child survival and health outcomes.
Responsibilities
The consultant will be responsible for the end-to-end design and development of a centralized training information system for the Ministry of Health. This includes conducting systems analysis and design, defining system architecture, and creating an intuitive UI/UX design. The consultant will also be responsible for database design and implementation, coding, testing, and debugging the system. Furthermore, they will manage code using version control systems and produce comprehensive documentation. A key responsibility will be training and skills transfer to relevant Ministry of Health staff to ensure the sustainable use and maintenance of the system. The consultant must ensure strong technical knowledge and expertise in web development and data security are applied throughout the project. They will also be expected to provide support in building the capacities of government stakeholders in the health sector, leveraging their experience in developing similar training information systems. The consultant must demonstrate strong analytical, critical thinking, problem-solving, and reporting skills, and be able to work effectively both independently and as part of a multi-cultural team.
Work Experience
At least 5 years of experience in the development of open-source web-based information systems, covering systems analysis and design, system architecture, UI/UX design, database design and implementation, coding, testing, debugging, code management, documentation, and training/skills transfer. Strong technical knowledge in web development and data security is required.
