Job Purpose
The People & Culture Associate (RAS) will provide high-level, specialized HR support, particularly in recruitment. This role involves applying HR regulations, rules, and procedures, often requiring adaptation and interpretation for complex situations not explicitly covered by general guidelines. The position demands in-depth subject matter knowledge and the ability to work with significant independence. The Associate will contribute to the design and improvement of HR services and delivery processes, ensuring accurate and high-quality service delivery to client groups within established Service Level Agreements (SLAs). This role is crucial for maintaining efficient and effective recruitment operations within UNICEF's Global Shared Services Centre.
Responsibilities
The People & Culture Associate (RAS) will be responsible for preparing and circulating vacancy announcements in UNICEF’s Talent Management System, both internally and externally. They will serve as the primary liaison for candidates throughout the recruitment process, monitoring the entire recruitment lifecycle. Key duties include pre-screening candidates against minimum criteria and eligibility, assigning candidate statuses, and adding comments to reviewed profiles. The Associate will perform quality checks on longlists, arrange and organize online assessments, and share results with HR Business Partners and Hiring Managers. They will also coordinate interview arrangements and ensure unsuccessful candidates are informed in a timely manner. Maintaining talent pools and staying updated on recruitment policies and procedures are essential. The role involves escalating non-compliance issues to the HR Officer and liaising with GSSC HR Administration Onboarding as needed. The Associate is expected to work with a high degree of operational independence and contribute to service improvement initiatives.
Work Experience
A minimum of six (6) years of progressively responsible work experience in human resources is required, with at least two (2) years specifically in recruitment administration or talent management support. A university degree can substitute for three years of experience, and a Master's degree may substitute for an additional two years.
