Job Purpose
Under the general guidance of the supervisor, the Social Policy Officer is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy. This includes programmes aimed at improving public policies to reduce child poverty, enhancing social protection coverage and impact on children, increasing the transparency, adequacy, equity, and efficiency of child-focused public investments and financial management, and strengthening governance, decentralization, and accountability measures to increase public participation and the quality, equity, and coverage of social services. The role encompasses direct programme work with government and civil society partners, as well as supporting teams working on education, health, child protection, water and sanitation, and HIV.
Responsibilities
Provide technical support and assistance in social policy programming and advocacy, from strategic planning and formulation to delivery of concrete and sustainable results. Develop and implement programmes focused on reducing child poverty through improved public policies. Enhance the coverage and impact of social protection systems for children. Improve the transparency, adequacy, equity, and efficiency of child-focused public investments and financial management. Strengthen governance, decentralization, and accountability mechanisms to increase public participation and improve the quality, equity, and coverage of social services. Engage with government and civil society partners on social policy initiatives. Collaborate with and support UNICEF teams working on education, health, child protection, water and sanitation, and HIV to ensure integrated approaches. Conduct research and analysis on social policy issues affecting children. Advocate for child rights and social and economic policy reforms at national and subnational levels. Contribute to the development of evidence-based policy recommendations and strategies. Monitor and evaluate the effectiveness of social policy programmes and interventions.
Work Experience
A minimum of two years of relevant professional experience is required. Experience working in a developing country is considered a strong asset. Background or familiarity with emergency contexts is also a strong asset.
