Job Purpose
The National Consultant will be responsible for developing a comprehensive toolkit for Programme Activity Planning, Budgeting, and Implementation Management (PAPBIM). This toolkit aims to enhance the efficiency and effectiveness of UNICEF's WASH (Water, Sanitation and Hygiene) programme activities in Ghana. The consultant will analyze current planning, budgeting, and implementation processes, identify gaps and areas for improvement, and design a user-friendly toolkit that incorporates best practices in sanitation programming, including Area-Wide Climate Resilient Safely Managed Sanitation (AWCRSMS) services, Market-Based Sanitation (MBS), Sanitation Financing, and Social and Behaviour Change (SBC) strategies. The toolkit should align with the Sustainable Development Goals (SDGs) and UNICEF's strategic objectives in Ghana, ensuring sustainable sanitation solutions and improved child well-being.
Responsibilities
Develop a comprehensive toolkit for Programme Activity Planning, Budgeting, and Implementation Management (PAPBIM) tailored for UNICEF Ghana's WASH sector. Conduct a thorough review of existing planning, budgeting, and implementation management tools and processes within UNICEF Ghana and relevant government/partner agencies. Identify best practices and innovative approaches in sanitation programming, including AWCRSMS, MBS, Sanitation Financing, and SBC, relevant to the Ghanaian context. Design and structure the toolkit to be user-friendly, practical, and adaptable for various programme activities. Develop clear guidelines, templates, and practical examples for each component of the toolkit. Ensure the toolkit aligns with the SDGs, UNSDP, and KRCs for Ghana. Facilitate workshops or training sessions to introduce and pilot the toolkit with relevant UNICEF staff and partners. Incorporate feedback from piloting and stakeholder consultations to refine the toolkit. Prepare a final report detailing the development process, the toolkit's content, and recommendations for its ongoing use and sustainability. Ensure the toolkit promotes efficient resource allocation and effective programme delivery for improved child outcomes in sanitation.
Work Experience
A minimum of 5 years of professional experience in programme planning, budgeting, implementation, and monitoring, preferably within the WASH sector or in a related development field. Experience in developing training materials, toolkits, or guidance documents is highly desirable. Proven experience working with UN agencies or international organizations is an asset.
