Job Purpose
The National Consultant will develop standard tools for monitoring and assessing Climate Resilient Safely Managed Sanitation at the district level in Ghana. This role is crucial for addressing the current gap in comprehensive administrative data systems needed for SDG monitoring. The consultant will contribute to enhancing programming by providing evidence-based insights into safe sanitation and hygiene behaviors, moving beyond simple access metrics. The objective is to strengthen the data system to support agile decision-making and improve the impact of sanitation programs, ultimately contributing to better health, child development, and socio-economic progress in Ghana.
Responsibilities
Develop and pilot standard tools for monitoring and assessing Climate Resilient Safely Managed Sanitation at the district level. This includes designing data collection instruments, methodologies, and reporting frameworks that align with SDG indicators and capture critical aspects of sanitation safety and climate resilience. Conduct a comprehensive review of existing sanitation monitoring systems in Ghana, including the Basic Sanitation Information System and the Expanded Sanitary Inspection application, to identify strengths, weaknesses, and gaps. Propose improvements and integration strategies for these systems to meet the full requirements of SDG monitoring for safely managed sanitation. Facilitate stakeholder consultations with government agencies, local authorities, NGOs, and community representatives to ensure the developed tools are practical, contextually relevant, and widely adoptable. Provide training and capacity building to district-level personnel on the use of the new monitoring tools. Analyze collected data to provide actionable insights and recommendations for improving sanitation programs and policies. Prepare regular progress reports and a final report detailing the developed tools, implementation findings, and recommendations for scaling up.
Work Experience
At least five years of professional experience in water, sanitation, and hygiene (WASH) programming, with a focus on monitoring and evaluation, data systems development, or climate resilience. Experience working in developing countries, preferably in West Africa, is desirable. Proven experience in developing and implementing data collection tools and methodologies.
