Job Purpose
The consultancy will support the Ministry of Education and Training (MoET) and UNICEF in the implementation of the EU-funded Climate-Resilient School Systems (EU-CRSS) programme in Vanuatu. This involves conducting a structured assessment of climate impacts on schools and education service delivery. The assignment aims to produce a robust assessment, a government-usable methodology, operational tools, and implementation-monitoring inputs. These outputs will be crucial for supporting planning, resource allocation, programme management, and fulfilling EU donor reporting requirements, ultimately contributing to more resilient education systems in Vanuatu.
Responsibilities
The consultant will be responsible for conducting a comprehensive climate impact assessment on schools in Vanuatu, developing a government-usable methodology and practical tools for this assessment. This includes designing templates, Standard Operating Procedures (SOPs), and guidance materials. The consultant will also provide support to the EU-CRSS programme implementation, focusing on school solarisation and resilience activities. Furthermore, the role involves assisting with financial transfers and liquidation processes related to the programme. A key responsibility will be capacity development, which includes supporting the design and delivery of training sessions for various stakeholders such as school committees, principals, teachers, provincial education officers, and community representatives to enhance their understanding and ability to implement climate-resilient education strategies.
Work Experience
Minimum 7 years of relevant experience in education sector analysis, EMIS, education planning, climate resilience/DRR in education, or quantitative methodology design. Demonstrated experience developing practical tools for government use is required. Experience in Pacific contexts or Vanuatu is strongly preferred.
