Job Purpose
The purpose of this assignment is to provide technical support to the Ministry of Health and UNICEF in strengthening the national cold chain and immunization supply chain system. Specifically, the consultant will support the installation, commissioning, maintenance, and monitoring of cold chain equipment; build technical capacity at all levels; and ensure effective implementation of the Effective Vaccine Management (EVM) improvement plan, support initiatives at Primary Healthcare (PHC) level in the areas of Health Facility Solar Electrification (HFSE) as well strengthening PSA Oxygen ecosystem. The assignment aims to enhance service readiness, ensure vaccine potency, and contribute to increased and equitable immunization coverage in Liberia. Aligned with the CPD 2026–2030, this work contributes to strengthening primary healthcare systems, improving immunization outcomes, and supporting climate‑resilient health service delivery for children and communities.
Responsibilities
The consultant will be responsible for providing technical support to the Ministry of Health and UNICEF in strengthening the national cold chain and immunization supply chain system. This includes supporting the installation, commissioning, maintenance, and monitoring of cold chain equipment. The consultant will also be tasked with building technical capacity at all levels of the health system to ensure the effective implementation of the Effective Vaccine Management (EVM) improvement plan. Furthermore, the consultant will support initiatives at the Primary Healthcare (PHC) level, focusing on Health Facility Solar Electrification (HFSE) and strengthening the PSA Oxygen ecosystem. The overall goal is to enhance service readiness, ensure vaccine potency, and contribute to increased and equitable immunization coverage in Liberia, aligning with the CPD 2026–2030 objectives for strengthening primary healthcare systems and supporting climate-resilient health service delivery.
Work Experience
A minimum of 5 years of relevant professional experience in cold chain management, immunization supply chains, or a related field. Experience in developing countries, particularly in fragile or post-conflict settings, is desirable. Experience with UNICEF or other UN agencies is an asset.
