Job Purpose
UNICEF seeks to engage a consultant to work within the Public School System (PSS) in the Republic of the Marshall Islands (RMI). The consultant will provide dedicated technical, logistical, coordination, monitoring, and reporting support to the PSS–UNICEF partnership. This role is crucial for ensuring the coherent implementation of agreed activities, timely follow-up on deliverables, and effective coordination with UNICEF, the Office of the Chief Secretary (OCS), and other partners. The consultant will systematically track progress, challenges, risks, and results related to education and early childhood development (ECD) programmes. This position is office-based with travel, for a duration of 24 months, and is essential for supporting UNICEF's expanding portfolio in RMI.
Responsibilities
Provide technical, logistical, coordination, monitoring, and reporting support to the PSS–UNICEF partnership. Support PSS leadership and relevant focal officers in the coherent implementation of agreed activities. Ensure timely follow-up on deliverables and milestones for ongoing projects, including the GPE System Transformation Grant (Rebbelib Programme) and the GPE System Capacity Grant. Facilitate effective coordination between PSS, UNICEF, OCS, and other relevant government agencies and development partners. Systematically track and report on the progress, challenges, risks, and results of education and ECD programmes. Assist in the preparation and submission of regular progress reports, including narrative and financial updates as required. Support the planning and execution of project activities, including those related to digital connectivity in schools, strengthened education sector capacity, Head Start Programme preparation, and the RENEW solarization project. Contribute to the development and implementation of multi-sectoral ECD support initiatives. Ensure alignment of activities with UNICEF’s mandate and the Pacific Regional Education Framework (PacREF). Support the generation of evidence and data for improved planning and decision-making within the education sector.
Work Experience
A minimum of two years of relevant professional experience in programme support, coordination, or technical assistance, preferably within the education or ECD sectors. Experience working with government systems and international organizations is desirable.
