Job Purpose
The purpose of this consultancy is to support UNICEF and country offices in strengthening the generation, triangulation, interpretation, and use of social and community insights. These insights will inform immunization demand efforts and broader programme adaptation. This involves working on the design and operationalization of integrated Social and Community Listening (SCL) systems, which combine community feedback, frontline health worker insights, and digital data sources. The role also focuses on enhancing the translation of these insights into actionable programme decisions and interventions, and contributing to the identification and engagement of strategic partnerships to improve both insight generation and utilization.
Responsibilities
Under the supervision of the Social and Behaviour Change (SBC) Specialist, the consultant will support the design and operationalization of Social & Community Listening (SCL) systems. This includes supporting the design or strengthening of SCL systems that integrate community listening (e.g., community feedback, qualitative insights, rapid assessments), health worker insights (e.g., perceptions, challenges, feedback from service delivery), and digital and media listening where relevant. The consultant will assist countries in designing, strengthening, and operationalizing integrated SCL systems that incorporate community-based feedback and frontline health worker perspectives, going beyond digital listening. Key tasks include defining fit-for-purpose methodologies, tools, and processes for data collection, ensuring feasibility and alignment with country capacity, and developing or adapting practical tools and templates to capture, organize, and synthesize insights from multiple sources.
Work Experience
At least 3 years of relevant professional experience in social and behaviour change, community engagement, research, or related fields. Experience in designing and implementing listening or feedback mechanisms is desirable.
