Job Purpose
Under the supervision of the Chief of Education Section, the Education Programme Officer is responsible for the planning, coordination, implementation, and monitoring of educational interventions, ensuring the achievement of results in line with country programme priorities. The post holder actively contributes to project management, the development and drafting of project proposals, and the preparation and submission of programmatic reports (internal and donor), respecting quality requirements and deadlines. They also support coordination with institutional and technical partners, the organization of activities (missions, workshops, webinars), and program performance monitoring. Furthermore, they contribute to the development and integration of digital learning initiatives, particularly through the use of digital learning platforms, to improve learning quality and educational outcomes.
Responsibilities
1. Support Programme Development and Planning: Research and analyze regional education trends, especially in digital learning. Collect, analyze, verify, and synthesize information to facilitate program development, design, and preparation. Prepare technical reports and inputs for program documentation, ensuring accuracy, relevance, and timely submission. Facilitate the development of sectoral program goals, objectives, and strategies, along with results-based planning (RBP), through research, collection, and analysis of information on child protection programs and related data. Provide technical and administrative support throughout program processes by preparing technical documents and materials to support program planning, RBP, and results monitoring and evaluation, adhering to organizational processes and systems. Prepare necessary documents and materials to facilitate program review and approval processes.
2. Programme Management, Monitoring and Evaluation of Results: Collaborate closely with colleagues and partners to collect, analyze, and share information on implementation issues, propose solutions, and submit reports to alert stakeholders for intervention or higher-level decisions. Maintain reports and evaluations for easy reference and to capture lessons learned. Participate in monitoring and evaluation exercises, program reviews, and annual sectoral reviews with the government and other partners, preparing reports for follow-up by program managers and stakeholders. Monitor and report on the use of sectoral program resources (financial, administrative, etc.), verifying compliance with approved allocations, objectives, organizational rules, regulations, procedures, donor commitments, and standards of accountability and integrity. Report identified issues for prompt resolution by management and stakeholders, and follow up on unresolved issues to ensure their resolution. Prepare inputs for program and donor reports.
3. Technical and Operational Support to Programme Implementation: Support the deployment and implementation of digital learning solutions. Contribute to the training and support of teachers and partners in the use of digital tools. Undertake field visits and surveys, collect and share reports with partners and stakeholders. Assess progress and provide technical support or address partners for solutions. Report critical issues, bottlenecks, and potential problems for timely action.
Work Experience
At least two years of professional experience in programme management, implementation, monitoring, and evaluation in the field of education, with a focus on digital learning and e-learning initiatives. Experience in developing countries is an asset.
