(Readvertisement) Local Consultancy: PMNP Nutrition Consultant for Capacity Building and Third Party Verification

Job Purpose

The consultant will provide technical and operational support for the implementation of Integrated Supportive Supervision and Mentoring (ISSM) activities and Third-Party Verification (TPV) for the PMNP (presumably a nutrition program) at the subnational level. This involves ensuring quality assurance, refining tools, providing technical guidance to field teams, and reviewing findings. The role also includes preparing draft technical reports, consolidating lessons learned, and supporting project documentation and reporting requirements. The consultant will work under the supervision of the PMNP Nutrition Officer, contributing to the effective delivery of nutrition services and program monitoring in selected Local Government Units (LGUs).

Responsibilities

Provide technical and operational support for Integrated Supportive Supervision and Mentoring (ISSM) activities at the subnational level, focusing on Nutrition, Primary Health Care, and Nutrition Leadership and Governance. Assist in refining ISSM tools and guidance materials, ensuring alignment with PMNP frameworks. Offer technical guidance to field teams during ISSM activities to ensure quality, consistency, and adherence to protocols. Review and analyze ISSM findings, submitting technical recommendations. Provide technical and operational guidance to field teams in implementing approved Third-Party Verification (TPV) protocols in selected PMNP LGUs. Support the consistent application of verification methodologies, tools, and assessment standards. Conduct technical reviews of draft verification reports and submit quality assurance feedback. Identify technical issues, risks, or discrepancies during field implementation and propose corrective actions. Prepare draft technical reports summarizing ISSM and TPV activities, including findings, analysis, and recommendations. Consolidate lessons learned and technical documentation to support PMNP reporting and closeout requirements. Submit all reports and documentation for review and endorsement.

Work Experience

At least two years of professional experience in program support, monitoring and evaluation, or technical assistance in the context of public health or nutrition programs. Experience in supporting field-level implementation and reporting is desirable.
