Job Purpose
The primary purpose of this consultancy is to develop a comprehensive situational study regarding the various forms of violence impacting children and adolescents across Costa Rica. This critical analysis will delve into the evolution and specific characteristics of violence, including armed violence, and meticulously examine its differentiated effects on the younger population. A significant component involves systematically mapping, thoroughly evaluating, and effectively articulating all relevant existing data sources pertaining to this complex phenomenon. Based on this analysis, the consultant will be responsible for defining a prioritized framework of strategic indicators essential for effective monitoring. Crucially, the role also entails designing a sustainable, inter-institutional monitoring strategy specifically geared towards public advocacy and facilitating evidence-based decision-making. The expected outcome of this study is to significantly enhance data-driven policy formulation, improve coordination among institutions, and strengthen advocacy efforts for public policies, all firmly rooted in a child rights approach.
Responsibilities
The consultant will be responsible for executing a comprehensive situational study focused on the various forms of violence impacting children and adolescents in Costa Rica. This involves a detailed analysis of the evolution and specific characteristics of violence, including armed violence, and assessing its differentiated effects on the younger population. A core responsibility is to systematically map, thoroughly evaluate, and effectively articulate all existing data sources pertinent to this phenomenon, ensuring a robust evidence base. Furthermore, the consultant will define a prioritized framework of strategic indicators crucial for effective monitoring and evaluation. A key deliverable is the design of a sustainable, inter-institutional monitoring strategy, specifically tailored to inform public advocacy and facilitate data-driven decision-making processes. The role requires continuous technical coordination with the Ministry of Justice and Peace, particularly with the Violence Observatory, including regular validations of progress, inputs, and final products. Collaboration with other relevant institutions, such as those in security, justice, health, education, and protection sectors, will be essential. The consultant must ensure institutional appropriation of the findings, maintain the analytical relevance of the study, and guarantee the sustainability of all generated products, ultimately contributing to stronger evidence-based policy and inter-institutional coordination.
