Job Purpose
UNICEF Ghana is developing a National Plan to eliminate open defecation and accelerate safely managed sanitation coverage. This plan requires a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework to achieve its impact. The MEAL Framework will be supported by an upgraded Basic Sanitation Information System (BaSIS), capable of providing data on Area-wide Climate Resilient Safely Managed Sanitation (CRSMS) services across the entire sanitation chain. The consultant will play a crucial role in establishing and operationalizing this MEAL Framework, ensuring effective data utilization and program improvement to advance the goals of the National ODF and SMS plan.
Responsibilities
The National Consultant will be responsible for the design and operationalization of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework for the National Plan to eliminate open defecation and accelerate safely managed sanitation coverage in Ghana. This includes developing key performance indicators (KPIs), data collection methodologies, and reporting mechanisms aligned with the plan's objectives. The consultant will oversee the upgrade and integration of the Basic Sanitation Information System (BaSIS) to effectively capture and analyze data on Area-wide Climate Resilient Safely Managed Sanitation (CRSMS). They will establish mechanisms for accountability to beneficiaries and stakeholders, ensuring feedback loops are integrated into program adjustments. Furthermore, the consultant will facilitate learning processes by analyzing MEAL data to identify trends, challenges, and best practices, and will develop recommendations for program improvement and policy advocacy. This role requires close collaboration with government counterparts, UNICEF WASH section, and other implementing partners to ensure the MEAL system is effectively utilized for evidence-based decision-making and program adaptation.
Work Experience
A minimum of five years of professional experience in monitoring, evaluation, accountability, and learning (MEAL) in the WASH sector, preferably within a developing country context. Proven experience in developing and implementing MEAL frameworks, data management systems, and reporting tools. Experience with sanitation programs and knowledge of the situation in Ghana is an asset.
